This is a genuine Ford air conditioning compressor bolt sleeve, a precision metal spacer that fits over the compressor mounting bolt and locates the A/C compressor to its mounting bracket. It maintains correct bolt alignment and clamp geometry so the compressor sits square to the accessory drive, keeping the compressor pulley and clutch in plane with the serpentine belt and preventing the mounting ear from crushing or shifting under torque. Ford uses this locating sleeve across a range of applications where the compressor bolts to the engine bracket, and dealers catalog it for Super Duty F-250 and F-350 trucks among other fittings; it is frequently supplied as part of the mount bracket or compressor assembly.
